Cosmetics registration in Uzbekistan: permit and declaration of conformity
Importing or producing cosmetics in Uzbekistan takes two documents: a Ministry of Health permit and a declaration of conformity. The permit is issued in 12 working days for 5 years. Since 2025 the declaration has replaced mandatory certification. No sanitary-epidemiological conclusion is needed.

Perfume and cosmetic products: procedure and terms
Perfume and cosmetic products need two documents. First, a Ministry of Health permit to import and produce (Annex 63 to Cabinet Resolution No. 86). Second, a declaration of conformity (Annex 4 to Cabinet Resolution No. 43, item 69¹), which replaced mandatory certification (Decree UP-67, Resolution No. 554). No sanitary-epidemiological conclusion is needed: the Annex 3 list to No. 43 covers food only.

Registration stages
- 1Apply through the special electronic system (Annex 63, item 5).
- 2For import: packaging in the state language or a draft, a description of composition, use and norms, a safety certificate or home-country registration, and a toxicological-hygienic report from an accredited lab (item 5, section 3(a)).
- 3For production: also international or national standards, and a process instruction and recipe agreed with the Chief State Sanitary Doctor (item 5, section 3(b)).

Registration stages
- 1Check the HS code against item 69¹ of Annex 4 to Cabinet Resolution No. 43.
- 2Generate the declaration of conformity in the Technical Regulation Information System; since 01.05.2025 declarations are no longer registered with certification bodies (UP-67, item 4(b)).
- 3Present the declaration at customs clearance and on placing on the market.
