On amendments raising the liability of conformity assessment bodies and granting privileges to businesses that voluntarily recall products

Makes conformity assessment bodies jointly liable with the seller for harm to life and health and exempts businesses that voluntarily recall at least 70% of non-compliant products from some sanctions. Amends the Civil Code and the consumer protection, standardization and technical regulation laws.
